Abstract: At the historical moment of winning the battle against poverty, how to consolidate and expand the achievements of poverty alleviation and do a good job in the effective connection with rural revitalization has become a focused attention of academia. The construction of a performance evaluation system for the effective cohesion between consolidating and expanding the achievements of poverty alleviation and rural revitalization is an important basis for effectively promoting the connection between the two. Based on the strategic planning goals of rural revitalization, combined with the relevant requirements of consolidating and expanding the key achievements in poverty alleviation and the characteristics of the continuous development period, this study creates an Evaluating Indicators System in which industrial prosperity, ecological livability, rural civilization, effective governance and prosperous life forms the Level-1 Indicators, and agricultural production condition and other 15 indicators the Level-2 Indicators, and cultivable land rate and other 37 indicators the Level-3 Indicators. Moreover, an appraisal model is constructed by combining hierarchical analysis, clustering analysis and fuzzy evaluation so as to provide reference for the evaluation research on the consolidating and expanding the achievements of poverty alleviation and the sustainable development of rural revitalization.
