数字基础设施建设对成渝地区技术创新的影响

The Impact of Digital Infrastructure Construction on Urban Innovation in Chengdu-Chongqing Region

  • 摘要: 为更好发挥数字经济助力成渝地区双城经济圈建设,支撑经济高质量发展的重要作用,文章基于成渝地区双城经济圈2009—2019年139个县(区)数据,采用多时点双重差分法探讨了“宽带中国”示范城市设立对县域城市创新水平的影响及作用机制。研究表明,以“宽带中国”战略为代表的信息基础设施建设显著提升了成渝地区的创新水平,该结论在一系列稳健性检验后仍然成立。进一步分析发现,由于经济基础、地理位置和资源禀赋等县域特征,导致成渝双城核心区、城市下辖区的政策效果相对更强。并且在成渝地区,信息基础设施建设主要是通过提高当地信息化水平、加速生产性服务业集聚等途径对城市创新水平产生间接影响。因此,应进一步完善新一代信息基础设施建设和布局,提高县域城市创新能力,从而推动成渝地区双城经济圈高质量发展。

     

    Abstract: To enhance the Chengdu-Chongqing economic circle’s construction and foster high-quality economic growth, the pivotal contribution of the digital economy is underscored. Utilizing data from 139 counties (districts) within the Chengdu-Chongqing area from 2009 to 2019, this study employs an advanced difference-in-differences approach to examine the effect and mechanisms through which the establishment of “Broadband China” demonstration cities influences the innovation levels of county-level cities. The findings indicate that the “Broadband China” strategy, aimed at bolstering information infrastructure, has notably elevated the innovation levels in the Chengdu-Chongqing region, a result consistently upheld through various robustness tests. Further investigation shows that, owing to distinct county characteristics such as economic bases, geographical positions, and resource allocations, the policy impacts are more pronounced in the central zones of the Chengdu-Chongqing dual-city area and its urban sub-districts. The study also highlights that in this region, the development of information infrastructure chiefly boosts city innovation levels indirectly by enhancing local informatization and fostering the concentration of productive service sectors. Consequently, there’s a call for the augmented construction and strategic layout of next-generation information infrastructures to bolster county-level cities’ innovation capacities, thereby propelling the high-quality development of the Chengdu-Chongqing economic circle.
