“乡村振兴战略”背景下的乡贤群体价值开发——以成都市为例

On Value Development of Country Sages under the Background of "Rural Revitalization Strategy"——Taking Chengdu City as an example

    目的/意义 在“新型城镇化”与“新型村镇化”并举的乡村振兴战略背景下,引导人力资源城乡双向流动将成为城乡融合发展的关键。乡贤能为乡村振兴战略提供人才支撑和文化支持。
    方法/过程 在成都市的都江堰市、彭州市、锦江区、成华区、温江区、郫都区安靖镇、郫都区红光镇、成都地铁一号线沿线区域、成都地铁二号线沿线区域和成都地铁四号线沿线区域等地就新型城镇化、乡贤两方面进行了实地问卷调查,共发放问卷560份,收回有效问卷553份。
    结果/结论 553份调查问卷结果显示,59.7%的被调查者认同乡贤在新型城镇化中的积极作用,但只有15.3%的被调查者了解乡贤及其有关政策;51.9%的被调查者认为新型城镇化应解决新市民的就业、住房、教育、医疗、养老等问题;67.6%的被调查者最看重乡贤的服务意识和口碑。通过文献查阅推断,成都市的乡贤工作还处于“缺统领、缺典型、缺基础”的起步阶段。从人力资源开发与管理的角度,政府应主导乡贤工作,从社会保障和公共服务方面率先探索乡贤激励政策;同时应探索乡贤的“选育用留”制度,建立乡贤理事会并完善其管理机制。

     

    Abstract:
    Purpose/SignificanceUnder the background of "new-type urbanization" and "new-type village" strategy, the two-way flow of urban and rural human resources will become the key to the integrated development between urban and rural areas. Country sages provide talent and cultural support for the rural revitalization strategy.
    Method/processA survey on the new-type urbanization and country sages was carried out in Dujiangyan and Pengzhou Cities, Jinjiang, Chenghua and Wenjiang Districts, Anjing and Hongguang Towns of Pi County, Metro Line 1, 2 and 4 in Chengdu City. 560 questionnaires were distributed and 553 valid questionnaires were retrieved.
    Result/ConclusionThe study shows that 59.7% of respondents agree with the positive role of country sages in the new-type urbanization, but only 15.3% know about country sages and the related policies; 51.9% believe that new urbanization should solve the problems of employment, housing, education, medical care, and pension for citizens; 67.6% value service consciousness and reputation of country sages. The literature reviews show that the work on country sages in Chengdu is still at the initial stage which is lack of leadership, typicality and foundation. From the perspective of human resource development and management, government should lead the work of country sages. On the one hand, policies on social security and public service should be formulated to motivate country sages; on the other hand, a council of country sages should be established and management systems be perfected which refer to selection and retention of country sages.
