Abstract:
Objective/SignificationThe paper reviews comprehensively the researches home and abroad of anti-poverty and the identification of poor people in recent years, and provides new ideas for identifying supporting object in minorities with less population.
Method/ProcessThe review discusses the dilemma from three aspects: scale rejection; selective rejection; and negligence rejection. It also reveals the focus and deficiency of current researches on the development of minorities with less population. It finds that the researches are relatively independent and concentrate on the identification of poor people in the whole nation, while the researches on identification of poor people in minorities with less population are relatively weak.
Result/ConclusionOn the basis of reviewing existing research, the paper puts forward a logical framework and theoretic path: initiate an "exit + enter" dynamic mechanism to expand the support scope; set up a unified standards, pay more attention to procedural fairness; establish reward and punishment system.
