Purpose/MeaningDeveloping new economy and cultivating new growing drives are important engines for high-quality economic development in Chengdu. The essence of new economy is technological innovation. In the development of new economy, new technology is the driving force. New technologies create new models, new models generate new business forms, and new business forms foster new industries.

Method/ProcessBy analyzing the present situation and characteristics of the development of Chengdu's new economy, this paper puts forward the pain points faced by the development of new economy in Chengdu.

Results/ConclusionsThe paper believes that the overall idea to support the development of new economy with science and technology should be: following the law of new economic development, supporting start-up enterprises with inclusive support, supporting gazelles with special backing-up policies, and supporting unicorn enterprises with targeted support; focusing on the weak spots in the development of new economy and implementing plans to tackle key scientific and technological problems in six key areas; highlighting the key areas and promoting positive rural-urban linkage; benchmarking the new economy development requirements, accelerating institutional innovation in science and technology. The specific paths are to accelerate the formation of a new economic ecosystem, build a package of supporting policy systems, vigorously cultivate the R & D economy, smooth the channel for the transformation of scientific and technological achievements, and accelerate innovation and entrepreneurship.
