Abstract: For the present problems such as lack of the participation of information construction principal part, the occlusion of communication channels, the limitations of software development situation and the custom of informatization standard system which exists in project cost information construction, This paper analyzed government, industry management association and construction market. A frame system of project cost information construction is presented to ensure the vigorous development of project cost information construction. It bases on role of scientific positioning and clearly participates in the main responsibilities.
