Abstract: PFI projects, comparing with traditional public projects, have their own characteristics in both establishment of risk system and method of risk assessment.Before the project of PFI is approved by government, many factors should be considered from different viewpoints to objectively demonstrate its feasibility.On the basis of analysis of systematic risks and nonsystematic risks, the risk index system of PFI projects is formulated.Meanwhile, according to the characteristic of multi-levels and multi-goals of stakeholders, the stakeholder analysis is conducted.On the basis of all mentioned above, the multi-viewpoints assessment on PFI risk is realized.
