Property Right Economics and SOE Reform——We Need What Kind of State-Owned Enterprise Restructuring

Over the years, state-owned enterprise reform, as an extensive and profound changes has been an old and tough subject of System Transformation in our national economics.From the point of view of Property Right Economics, this paper discusses theory of enterprise restructuring and proposed that SOE should not only consider the economics of the business property but also consider their social attributes.This article argues that, in the SOE restructuring, we should pay attention to the establishment of the system.Reform should give priority to supporting the environment and mechanisms to establish and improve SOE restructuring oversight mechanisms, clarifying the functions and role of the government, as well as joint-stock reform of SOE do not have to privatization.
