Abstract: The era of digital intelligence provides a new empowerment opportunity for the CPPCC to play its role as a specialized consultative body. Based on the dual perspectives of the organizational construction of the digital CPPCC and the committee member's ability to perform their duties, this paper analyzes the reality logic, system logic, governance logic and technology logic of the digital CPPCC, and explores the concrete forms and ways of the digital enabling CPPCC, and constructs the operating mechanism of the digital CPPCC. Looked at objectively, the current construction of digital CPPCC is facing some realistic difficulties: the digital divide is significant, and the digital negotiation barrier is prominent; there is not so strong interaction among the various levels of the CPPCC that the digital consultation mechanism is not smooth enough; members of CPPCC lack the ability of digital literacy and the effectiveness of digital negotiation is not high. Based on the background of the new era, we should strengthen the construction of digital CPPCC: this requires breaking down digital negotiation barriers and promoting the development of digital consultative democracy; advancing the digital consultation system and mechanism through innovative collaboration; improving the digital literacy of CPPCC members and modernizing their ability to perform their duties.
