Abstract:
Currently, platform governance driven by the combination of "technology + rules" is emerging as the primary approach to regulate online platforms. However, the increasing power of platforms and the potential risks of their transformation require enhanced regulation and oversight. In this regard, the characteristics of technological due process, namely "broadness" "looseness" "comprehensiveness" and "strictness" align well with the unique nature of platform governance and play a crucial role in overcoming challenges. During the stages of formulating, implementing, and appealing related to platform rules, technological due process emphasizes the importance of soliciting opinions, providing justifications, and offering effective remedies for rights. To ensure the effective implementation of technological due process, it is necessary to establish a multi-level and flexible system for procedural compliance and innovative regulatory measures that encourage platforms to adhere to procedural requirements. Furthermore, the establishment of an efficient and regular third-party algorithm auditing system is essential to comprehensively enhance the governance capabilities and standards for platform ecology.
