Abstract: Scientific development concept is not only the guideline of China's social and economic development, but also the theoretic instruction of China's political reform and development. As is proved in practice, scientific development concept provides the guidance and crucial methodology to guarantee villager's autonomous management, which is also a direct embodiment of the implementation of scientific development concept in rural areas.
