Abstract: Insufficient rural capital confines the space for farmers' expression of interests. Due to the deficiency in rural capital accumulation and its slow growth, farmers fail to express their interests sufficiently. A way out of the predicament is to increase the rural economic capital input, enhance the rural human capital investment and develop the rural social capital.
