Abstract:
2011 witnessed the national village committee election which was the first general election for grass-root organizations after the New
Village Committee Organization Act was promulgated and implemented in 2010. Some new problems arose in this general election, which directly affects the proper working of democratic mechanism at grass-root level. Taking the eighth village election in Xi'an as a sample, we attempt to analyze the new characteristics in the new general election under NVCOA, probe into the new problems such as the misunderstanding of the new laws and regulations by the villagers, the "under-implementation" of policies and regulations and the worsening election bribery, etc. and offer some countermeasures, such as perfecting laws and regulations, improving democracy capability of villagers and regulating election technology and procedure, etc.
