A Study on the Multi-subject Cooperative Governance of Rural Living Environment in China in New EraTaking “Three Clearing, Three Demolition and Three Renovations” in Z Town, Y City, Guangdong Province As an Example

  • 摘要: 乡村人居环境治理一直是社会基层治理的重要议题。广东省Y市Z镇通过贯彻落实“三清三拆三整治”行动方案,其人居环境治理取得了积极成效。但在治理过程中仍然存在一些问题:政府的宣传工作与村民认同感培养的衔接问题;政府的环境治理政策与企业发展的协调问题;企业注重成本效益原则与村民小农思想的协调问题。从这些问题可以看出,我国乡村人居环境治理在多元主体的协同关系上还有进一步提升的空间。政府、村民和企业分别作为治理过程中的“引领行为者”“参与行为者”和“守护行为者”,更应该形成联动共治、互助共建、共赢共享的,强调公共利益、村民参与的,多元主体共治共建共享的新关系和新格局。

     

    Abstract: The governance of rural living environment has always been an important issue of social grassroots governance. Z Town, Y City of Guangdong Province has achieved positive results in improving living environment by carrying out a plan of "three clear, three demolition and three renovation". However, there are some problems in the process: the connection between the government's propaganda and the villagers' sense of identity; the coordination between the government's environmental policies and the development of enterprises; the agreement of enterprises' cost effectiveness with the villager's smallholder consciousness. The above problems show that there is still room for further improvement in the coordination relationship between multiple subjects in the governance of rural living environment in China. As "leaders", "participators" and "guardians" in the governance process, the government, villagers and enterprises should develop a new relationship and a new pattern of joint governance, mutual assistance, win-win sharing, public interests orientation, villagers' participation, and multi-subject governance.
