Abstract:
The existing research on the weight monotonicity of scientific and technological evaluation methods only focuses on the relationship between the weight and the evaluation value, but ignores the relationship between the weight and the relative difference of the evaluation values.From the perspective of the relative evaluation, this paper proposes correlation coefficient method to test the weight monotonicity of scientific and technological evaluation methods.Taking JCR2017 geographic journal evaluation as an example, the weight monotonicity of five scientific and technological evaluation methods was tested by correlation coefficient method and traditional test method respectively. The results show that the test results of the two weight monotonicity test methods are different. The traditional test method cannot be used for the relative evaluation.For the purpose of relative evaluation, linear weighted aggregation method, TOPSIS and weighted harmonic average method do not have the problem of weight monotonicity, while the modified weighted harmonic average method has the problem of weight monotonicity. For the purpose of relative evaluation, although molecular weight TOPSIS does not have the problem of monotonicity of weight, the distance formulas in the denominator and molecule in its formula are incomparable, which leads to that the weight cannot play its role fully. For the purpose of relative evaluation, it is suggested that the correlation coefficient method should be used as the test method of weight monotonicity of scientific and technological evaluation method.
