Abstract: Migrant workers' entrepreneurship policy is an important part of China's entrepreneurship policy system. From the perspective of policy tools, this paper conducts a quantitative analysis of migrant workers' return home entrepreneurship policy, encodes 29 policies related to it, and constructs a three-dimensional analysis framework of policy tools, entrepreneurial process and policy dynamics. It finds that in China's migrant workers' return home entrepreneurship policy, there are prominent problems, such as excessive use of supply-oriented and environmental policy tools, the lack of demand-oriented policy tools, the lack of targeted policies in the initial stage and development stage of entrepreneurship, the insufficient strength of policies and large fluctuations. Based on the above results, this paper puts forward some suggestions on comprehensive use of a variety of policy tools: improving the pertinence of policy formulation and ensuring the supply stability of return home entrepreneurship policy, in order to provide some reference for improving China's migrant workers' return home entrepreneurship policy.
