Abstract:
The digital village is a critical component of "Digital China" strategy, a key factor in achieving the goal of rural revitalization, and an essential part of the Chinese path to modernization. This article takes a comprehensive governance perspective and conducts on-site research in multiple pilot counties, cities, and districts of digital rural construction in China. The study finds that current digital rural construction faces several obstructive issues, including prominent regional imbalances in the spatial dimension, vague attribution of responsibilities between governments in the action dimension, and a combination of talent scarcity and psychological conflicts among villagers in the subjective dimension. To promote "integrated intelligent governance" for digital village construction in the process of Chinese modernization, measures should include coordinating the gradient advancement of regional digital levels, optimizing the classification of local social foundations, for establishing a spatial integration mechanism for digital village construction. The implementation of "digital county" as the driving unit and ensuring "digital supervision" as the driving system is necessary to form a comprehensive coordination mechanism for digital rural construction. Internally cultivating and externally attracting "digital leaders", carrying out "digital awakening" and "digital empowerment", for strengthening the subject trust and responsibility mechanism of digital rural construction. Only in this way can we continuously activate the endogenous driving force of rural construction in the new era and move towards high-quality development of rural society.
