Abstract: Emergency news release is an important means of risk communication between government authorities and the public. Full-cycle management is an innovative management concept suitable for the governance of the country in the new era, and the organic fusion of the two helps to consolidate and strengthen the mainstream thinking and public opinion in the new era. Research has found that emergency news release has certain urgency and risk. Sometimes the "release accident" triggered by "accident release" has brought negative impacts to the economy and society. It is urgent to optimize emergency news release from the management level. By establishing a comprehensive full-cycle management model for emergency news releases and leveraging smart technology to empower the management mechanism, we can achieve an efficient and systematic operation of key management processes such as prevention preparation, warning assessment, emergency decision-making, organizational response, crisis communication, and post-event evaluation. This proactive approach will effectively prevent and mitigate safety risks in news releases, enhance the overall effectiveness of news releases, and ensure their intended impact.
