Abstract:
The article focuses on the process of the introduction and improvement of the three-child policy and its supporting measures, and summarizes three modes of agenda interaction from the perspective of the interaction between the media agenda and the policy agenda. They are the "source influence model", in which the top-down policy introduction leads the media agenda in one direction; the "willing to accept good advice model", in which the bottom-up media coverage leads the policy improvement; and the "consensus interaction model", in which the policy agenda and the media agenda interact in multiple phases in a two-way parallel manner. Specifically, under the "source influence mode", the media mainly play the role of "megaphone", and all three media are mainly responsible for publicizing, explaining and guiding the policies after they are released. The exception is the People's Daily has the advantage of independent autonomy in the interpretation of policies; Under the "willing to accept good advice model", the media mainly play the role of "initiator", especially China Women's News and Southern Metropolis Daily standing on the side of the people and actively reflecting the demands of the masses; Under the "consensus interaction mode", all three media play the role of "intermediary" for policy feedback and revision, but the party media and industry media pay special attention to the feedback of experts' suggestions, while the metropolitan media and party media pay more attention to the supervision by public opinion.
