Abstract: This paper summarizes and compares the construction process and structure system of government data opening system at home and abroad, and analyzes systematically the conflict between citizens' right to know and right to privacy in government data opening.The conflict mechanism and coordination mechanism of right to know and right to privacy are explained by using the system possibility boundary, right guarantee and degree of realization matrix.The paper puts forward the realization path of citizens' right to know and the right to privacy coordination mechanism from the following aspects:accelerating the transformation of government functions and the transformation of system and mechanism, perfecting privacy protection legislation and privacy tort relief, strengthening technology innovation and government information construction.
