Abstract: Facing the serious duty dereliction of guardians in society, the current relevant laws are difficult to regulate.The article analyzes the rights of minors and parents, family autonomy and national parental rights, reasonableness and jurisprudence, and confirms that guardians'duty dereliction should bear legal responsibilities including criminal law.Based on the family cultural tradition of our country and referring to the foreign legal provisions on guardianship dereliction, this paper examines the forms of responsibility assumed by derelict guardians.Suggestions are made to establish a dual criminal governance model in which security measures and penalties coexist, so as to truly realize the protection of minors' rights.
