Abstract: The statutes of Universities, as the link between the national laws and regulations and internal rules of colleges and universities, have enjoyed the reputation of "constitution" in universities. Laws, from constitution to other normative documents of various validity levels in the whole legal system, which relate to systematic norms of universities, provide the correspondent basis of validity in laying down universities'statutes. Clarification of the laws of hierarchical validity will greatly facilitate the formulation of universities'statutes.
