Abstract: During the actual operation of the community resident committee in China, there is an obvious fact that it has separated itself from the substantial value and legal attribute of the community autonomy. Moreover, it has been on the road of the quasi-governmental organization. Under the restriction of internal shortage of resources and the external environmental factors, the community, as the weak, has taken the expedient governance method which has become a strategy. Therefore, this article attempts to analyze the cause of the expedient governance adopted in the operation of the resident committee in China, and put forward the countermeasures and suggestions.
