Abstract: The course of "cultivation of ideological morality and basic law" (hereafter referred to as CIMBL) is an important way of cultivating university students' ideas of rule of law. Cultivating university students' ideas of rule of law is the inner requirement to build a socialist country under the rule of law. The paper discusses how to cultivate university students' ideas of rule of law by strengthening the course of CIMBL. The paper firstly analyzes the four basic ideas of rule of law that should be possessed by university students. Then the paper proposes measures of effectively cultivating university students' ideas of rule of law, which is optimizing and improving teaching method of the course of CIMBL, promoting skills of agent adaptability of the course of CIMBL, and reforming the evaluation system of the course of CIMBL.
