Abstract: Putting the idea of creative tourism into the development of grassland intangible culture is an ideal way of integrating grassland culture, tourism and creative industry. Taking "three arts of men" in Mongolia, the typical grassland intangible culture, as an example, the essay builds a support system to the further development of creative tourism. Specifically, industry chain of creative tourism should extend to the primary industry, secondary industry and service industry. The design of creative tourism product should be based on the three forms. Community integration should include integrating of community culture, residents and livelihood. Creative tourism resources and related personnel should be protected and managed. Community should participate in the operation.
