Abstract: This paper reviews the farmers' flowing before the reform and opening up, even before the founding of the PRC, and focuses on the analysis of the changes of rural governance in the context of a large number of farmer-flow since the reform and opening up in our country. The paper's opinion is that the reform and opening up has brought the massive flow of farmers, and it has broken the closed traditional pattern in rural areas and rural administration structure, and finally it has promoted the transformation of the rural governance from "closed to open" and from the tradition to the modern in China.
